Ombudsman's Biography

An accomplished communicator, skilled trainer, and senior strategist, Kevin Saville is a trusted advisor to senior executives, their management teams, partners, and employees. He is valued for his sound and ethical judgment, absolute discretion, resilience, and collaborative spirit.

He is President of KSAR & Associates Inc., a Canadian public sector management consulting firm. In his professional consulting practice, Mr. Saville assists his clients in effectively developing common purpose and collaborative action across diverse disciplines, sectors, and functions.

Prior to being President of KSAR, Mr. Saville was one of the Principals with Sussex Circle, one of Canada’s foremost strategic policy consultancies. As a former Assistant Deputy Minister with the Government of Canada, Agency Head with the Government of Québec, and Vice-President and General Manager of the Montreal Board of Trade, Mr. Saville provided dynamic and visionary leadership to a number of private, public, and civil society organizations operating in multi-faceted and complex settings.

Mr. Saville has taught executive leadership and management to graduate students at l’École Nationale d’Administration Publique (ÉNAP- Gatineau Campus), and has been an invited lecturer at Ottawa and McMaster universities on these subjects.

He has a Master’s degree in Public Administration (MPA) from Queen’s University, a Bachelor of Social Work (BSW) from McGill University, and a Bachelor of Arts (BA) in Political Science from McGill University.
